Transportation Service's Business Performance Section is seeking a Senior Project Manager for their Corporate Compliance Unit (CCU). The CCU leads and manages audit and compliance and operational review projects, business process optimization initiatives, and coordinates responses to external enquiries. Its primary objective is to ensure internal controls and governance processes are effective in mitigating risks, achieving project/program objectives efficiently, and maintaining compliance with relevant policies, procedures, contracts, and regulations.

The CCU provides recommendations to senior management on strengthening contract management and operational efficiencies and effectiveness, and collaborates with internal and external stakeholders to coordinate divisional reporting and respond to inquiries, including Freedom of Information requests. The CCU works closely with interdivisional and interdisciplinary teams to support project and program delivery, addressing diverse stakeholder interests.

Key responsibilities associated with this position include, but are not limited to:

  • Oversee, manage, and successfully deliver multiple complex projects simultaneously, ensuring adherence to timelines, budget, and scope.

  • Foster effective teamwork, communication, and maintain high standards of work quality, organizational performance, and continuous learning.

  • Lead and manage compliance, operational, business process review projects to ensure internal controls and governance processes are sufficient to mitigate risks and maintain compliance with relevant policies, procedures, contracts, and regulations.

  • Drive initiatives focused on optimizing business processes within the division. This includes identifying areas for improvement, developing strategies for optimization, and implementing changes to enhance operational effectiveness and efficiency.

  • Provide recommendations to senior management for strengthening and improving contract management and operational effectiveness. This involves analyzing project data, identifying trends and areas for improvement, and making actionable recommendations to enhance performance and compliance.

  • Coordinate with internal divisional sections/units and other city divisions to ensure effective collaboration and alignment on projects and initiatives. This may involve liaising with the City Clerk's Office for Freedom of Information processes and working with interdivisional, interdisciplinary, and interagency teams to address stakeholder interests.

  • Coordinate the divisional response to Auditor General's Office, Internal Audit Division, and other Accountability Offices enquiries.

  • Supervise and coordinate the work of multidisciplinary staff and consultants, including scheduling, assigning, and reviewing work, and monitoring service standards and delivery.

  • Develop comprehensive project plans, including determining review objectives, scope, methodology, assessing risk and internal controls, and creating review checklists.

  • Oversee and direct staff to complete assigned tasks in accordance with the project plan, evaluate the outcome of the reviews, prepare a draft report (observations, recommendations and conclusion), and present the outcomes to senior management.

  • Coordinate and liaise with internal and external stakeholders, including units within Transportation Services and other City of Toronto divisions, municipal partners, and external consultants.

  • Monitor project progress and performance, identify potential risks and issues, and develop mitigation strategies to ensure successful delivery.

  • Communicate regularly with senior management and key stakeholders to provide updates on project status, escalate issues as necessary, and obtain approvals when needed.

  • Provide leadership, guidance, and mentorship to team members, ensuring effective teamwork, quality of deliverables, and continuous learning and development.

  • Supervise day-to-day operations, including scheduling, assigning, and reviewing work, and monitoring and evaluating staff performance.

  • Foster a culture of continuous improvement within the compliance unit, identifying opportunities to streamline processes, enhance efficiency, and optimize resource utilization. Promote professional growth and development within the organization.

  • Embrace diversity and inclusion, foster teamwork, and consistently contribute to a positive workplace culture by demonstrating and promoting cooperation and collaboration.

  • Prepare and deliver briefings senior management, draft staff reports and correspondence for various audiences and make presentations to senior division staff and elected officials.

  • Represent the division at internal and external working groups and committees.

  • Maintain awareness of professional development and advancement in relevant fields and adjacent jurisdictions, improve technical competency, and provide state-of-the-art advice.

  • Provide subject matter expertise and consultation to senior management and officials.

  • Assists management team in recruitment process for the business unit.

Key Qualifications

  • Post-secondary education in Business Administration, Finance, Accounting or related field combined with experience in auditing, compliance, risk management, business process reviews, project management, and quality assurance. Professional designation such as Certified Internal Auditing (CIA), Chartered Public Accountant (CPA), Project Management Professional (PMP) and/or Lean Six Sigma or equivalent would be an asset.

  • Considerable experience conducting operational/business process, audit and compliance reviews, business process optimization, program evaluations, and digital asset management.

  • Considerable experience successfully leading and managing multiple complex projects including audit and compliance reviews from initiation to completion including thorough planning, execution, monitoring, reporting, and closing phases.

  • Considerable experience in supervising, managing, and training assigned staff, including task/assignment delegation, scheduling, performance evaluation, while ensuring adherence to service standards, project goals and objectives, effective teamwork, high standards of work quality, and continuous learning.

  • In-depth understanding of internal audit standards, risk management, and control frameworks.

  • Proficiency in developing and executing strategic plans with clearly defined objectives and implementation strategies.

  • Strong management background in leadership roles, particularly in strategic and operational planning and implementation, with a focus on addressing audit priorities and enhancing service delivery.

  • Strong organizational, problem solving and analytical skills, with effective decision-making abilities, and a results-oriented leadership approach.

  • Proven ability to lead change initiatives, with a demonstrated capacity for flexibility, responsiveness, critical thinking, and innovation, backed by significant experience in change management within a reputable public or private sector organization.

  • Demonstrate innovative thinking and a customer-centric approach, leveraging expertise to deliver exceptional customer service experiences.

  • Proficient computer skills with fundamental knowledge of related software applications (e.g., MS Office suit, Visio, Microsoft Office 365, Maximo, Jira etc.).

  • Demonstrate a strong commitment to upholding the mission and values of the Toronto Public Service, and consistently act with professionalism and integrity in all interactions and decision-making processes.
