OTO was established by Governor Shapiro to coordinate across Commonwealth agencies, break down silos, and help get government moving at the speed of business. The Office of Transformation and Opportunity's Special Assistant will play a key role driving critical infrastructure and economic development projects forward and helping Commonwealth government work at the speed of business. DESCRIPTION OF WORK

The Office of Transformation and Opportunity's Special Assistant will play a key role driving critical infrastructure and economic development projects forward and helping Commonwealth government work at the speed of business. The Special Assistant will work directly with the Chief Transformation Officer and Chief of Staff on priority assignments to implement the Commonwealth's recently released economic development strategy, including providing research support, drafting memos, and engaging with project sponsors and stakeholders. OTO's Special Assistant will work closely with our agency coordinators to get answers from internal partners to drive economic development projects forward. In addition to this work, the Special Assistant will contribute to the Office's permit reform and procurement reform work, identifying ways to streamline and speed up government processes and make it easier to do business with the Commonwealth. Examples of specific duties include: Policy research, memo drafting, and stakeholder engagement Tracking, managing, and responding to project-specific questions, researching federal and state grant information, and providing ongoing project support Managing OTO initiatives to make procurement opportunities more accessible for small and diverse businesses Supporting permit, license, and certification reform efforts Other duties and special projects, as assigned

Work Schedule and Additional Information: Full-time employment Work hours are 9:00 AM to 5:30 PM, Monday - Friday, with 60-minute lunch. Given the always-on nature of the Governor's Office, work outside of 9-5 is expected, when needed. Telework: You may have the opportunity to work from home (telework) part-time up to 2 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. Salary:In some cases, the starting salary may be non-negotiable. QUALIFICATIONS A minimum of three years of large-scale project management experience, with relevant working knowledge of economic development, Pennsylvania state government, and information technology; and the ability to quickly learn about specific aspects or tools related to these functions. Additional Requirements: You must have experience working within complex organizations, particularly in Commonwealth, federal, or local government. You must have relevant working knowledge of finance or related fields. You must have an understanding of policy, regulation, and law. You must have strong written and oral communication s ills. You must have the ability to read, write, and research topics. You must have the ability to attend meetings in-person or virtually with both internal and external stakeholders.
