Key Responsibilities:

  • Integrated Quality Care: Collaborate with service leadership throughout PFH to maximize quality care and best practices through an integrated approach to treatment.

  • Funding and Initiatives: Work with the Grants Department and Management to explore and pursue alternate funding opportunities and new program initiatives.

  • File Review and Action Plans: Ensure quarterly file reviews at each site are completed, addressing noted trends through actionable plans.

  • Census Benchmarks: Establish census benchmarks for each program and provide support and oversight to Directors in meeting targets.

  • Incident/Investigation Management: Collaborate with assigned departments under the direction of the Chief Compliance Officer for all incident, investigation, and litigation processes.

  • Policy Development: Develop and implement goals, objectives, and policies/procedures to assure best practices in service delivery.

  • Personnel Supervision: Oversee supervision of personnel, including interviewing, hiring, retention, routine staff supervision, and counseling/disciplinary action.

  • Training Compliance: Develop individualized training plans for direct reports and ensure compliance with training requirements for all program associates.

  • Program Development and Compliance: Direct the development and implementation of various programs ensuring compliance with all applicable laws, regulations, accreditation standards, policies/procedures, and corporate compliance.

  • Budget Management: Develop and adhere to established budgets, meeting qualified personnel requirements to increase program operations' effectiveness and efficiency.

  • Performance Indicators: Provide oversight to Directors on developing performance/outcome indicators and ensure corrective actions are taken when thresholds are not met.

  • Self-Assessment Response: Respond to strengths or weaknesses identified through self-assessment and external mechanisms impacting department performance, and develop/monitor actions to strengthen the agency.

  • Audit and Site Visit Preparation: Provide effective direction and assistance to Directors in preparation for annual billing audits, site visits, and conferences.

  • Client Satisfaction: Regularly review referral and client satisfaction surveys and address noted trends.

  • Complaint Management: Ensure complaints and grievances are addressed promptly and appropriately.

  • Professional Development: Attend and participate in professional work groups to stay abreast of new trends and innovations.

  • Strategic Communication: Communicate the strategic direction of the organization and encourage participation by all associates.

  • Staff Communication: Facilitate open communication with staff through regularly scheduled meetings and frequent interaction with key personnel.

  • External Relations: Establish and maintain sound working relationships representing organizational programs and PFH points of interest to outside entities and the public.

  • Executive Reporting: Ensure that Executive Leadership is consistently informed of overall program performance and operations. Promptly communicate key events/incidents to Executive Leadership.

  • Information Requests and Reporting: Respond to requests for information and complete program reports in a timely manner.

  • Commitment to Goals: Demonstrate interest in the long-term and short-term goals and objectives of the company.

  • Other Duties: Perform other duties as assigned by Executive Team members.

Knowledge, Skills, and Abilities:

  • Knowledge of federal and state regulations pertaining to the healthcare industry.

  • Expert knowledge in the treatment of Mental Health and Substance Use Disorder treatment.

  • Familiarity with best practices and evidence-based treatment methods, principles, and techniques.

  • Understanding of legal requirements and court procedures related to confidentiality, HIPAA & 42 CFR Part 2.

  • Supervisory and training skills specific to program operations and service delivery.

  • Aptitude to develop, coordinate, and evaluate services utilizing a results-driven approach.

  • Ability to work well with changing priorities and time constraints.

  • Capacity to influence and manage change in a positive and collaborative manner.

  • Strong interpersonal and analytical skills with the ability to communicate ideas clearly and effectively.

  • Proficient in common word processing, spreadsheet, database, and web-based applications.

  • Ability to work with information confidentially.

Experience and Education Qualifications:

  • A counselor, psychologist, or physician licensed in Missouri with at least one (1) year of professional experience in the treatment or rehabilitation of substance use disorder treatment, and at least one (1) year of supervisory experience in a substance use disorder treatment setting; OR

  • A graduate of an accredited college or university with a Master’s Degree in social work, counseling, psychology, psychiatric nursing, or a closely related field, with at least two (2) years of progressively responsible supervisory experience in Mental Health and/or Substance Use Disorder treatment; OR

  • A graduate of an accredited college or university with a Bachelor’s Degree in social work, counseling, psychology, psychiatric nursing, or a closely related field, with at least three (3) years of progressively responsible supervisory experience in Mental Health and/or Substance Use Disorder treatment; OR

  • An alcohol, drug, or substance abuse counselor certified by the Missouri Credentialing Board, Inc. with at least three (3) years of progressively responsible supervisory experience in Mental Health and/or Substance Use Disorder treatment.

Supervisory Requirements:

  • Provide leadership and guidance to all aspects of treatment services related to mental health and/or substance use disorder treatment.

  • Take an active role in identifying and monitoring the execution of strategic objectives.

  • Involve all associates, as appropriate, to achieve goals.

  • Effectively communicate changes and newsworthy events within the department or company to associates.

  • Address difficult personnel situations in conjunction with HR.

  • Champion change and manage the implementation of new initiatives effectively.

  • Reinforce a team approach throughout functions; support and solicit input from team members at all levels within the company.
