Hiring Range: $98,000.00 - $107,625.00 annually (salary to be commensurate with qualifications)

This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change. Under FLSA guidelines, this position is exempt.

This position is responsible for and performs executive-level professional, leadership, and management duties in the planning, directing, and evaluation of El Paso County Public Health (EPCPH) business operations. Oversees and leads business strategies and plans for agency administrative and business operations, ensuring operations are managed and performing efficiently and effectively and align with strategic goals. Exercises independent judgment and initiative; operates with a high degree of discretion and confidentiality.

Essential Duties/Responsibilities

  • Serves as a member of the Public Health Executive Team. Responsible for overall direction and strategic planning for EPCPH business operations. Leads in formulating, implementing, and evaluating business plans/strategies for agency administrative and business operations. Advises the Public Health Director, Executive Team, and Management Team in matters concerning program objectives, program concerns, emerging issues, public health trends, and service needs and gaps.

  • Develops and implements departmental goals, plans, and standards consistent with the clinical, administrative, legal, and ethical requirements/objectives of the organization in accordance with the agency's Strategic Plan and mission, vision, and values.

  • Directs and evaluates departmental operations.

  • Plans and monitors staffing activities; sets priorities for assigned areas of responsibility, ensuring alignment with strategic goals. Conducts performance evaluations and empowers staff by providing leadership and motivating employees to achieve optimum productivity; participates in the hiring and disciplinary process. Determines ongoing training needs and ensures proper training and cross training is provided.

  • Leads, develops, and implements agency policies and procedures, improving day-to-day operations.

  • Communicates and explains new directives, policies, and procedures to agency leadership and staff. Leads information-sharing and skill-building with EPCPH staff. Acts as liaison between leadership and staff, providing pertinent and timely information.

  • Prepares, monitors, and evaluates departmental budgets, and ensures that the department operates in compliance with allocated funding. Provides fiscal oversight of multi-million- dollar budgets for the agency; provides budgetary subject matter expertise, including projections and recommendations related to programs and projects, staff allocations, and contract budgets. Identifies, monitors, and evaluates grant and additional funding opportunities for the agency.

  • Serves as the central point of contact and as a liaison for the agency, especially to El Paso County Finance, Payroll, Budget, and Procurement. Communicates pertinent information from each to Public Health leadership and staff.

  • Generates and processes financial documents.

  • Oversees the coordination and facilitation of Board of Public Health initiatives, including recording secretary, preparation of agendas, meeting materials, and recording of minutes and files.

  • Coordinates and directs internal and external audits; maintains a high level of proficiency in research and analytical skills.

  • Directs and manages special projects involving collaboration among various programs, including developing, planning, and coordinating presentations and disseminating information. Develops and implements evaluation tools and metric components to measure project success and timeline completion.

  • Initiates, directs, and/or completes complex administrative assignments and projects. Oversees the development, administration, maintenance, and communication of policies, procedures, standards, manuals, flyers, and tools to assure efficient and effective operation of programs. Provides policy and procedure guidance to staff.

  • Maintains oversight of the procurement process for agency contracts, memorandums of understanding, and other legal agreements; ensures programs follow appropriate steps and provide documentation during the procurement process. Ensures contract compliance and conducts final review prior to submitting for approval.

  • Directs and coordinates agency events from planning to implementation.. Assists in preparing speeches and presentations for agency events.

  • Supports and provides information as needed for Colorado Open Records Act (CORA) and other information requests and phone calls; responds in a timely manner.

  • Oversees daily deposit process and armored transport services pickup. Serves as backup for these functions.

  • Represents the agency on local County and community planning boards as needed.

  • Participates in departmental emergency planning and response activities.

  • Promotes public health within the community.

  • Takes personal responsibility to provide exceptional customer service in order to promote and maintain a positive El Paso County Public Health image, constructive working environment and foster pride and professionalism in the workplace and community.

Qualifications

Knowledge, Skills, and Abilities:

  • Thorough knowledge and understanding of principles, practices, techniques, and procedures related to business operations management.

  • Knowledge of strategic planning, research, and evaluation methods.

  • Knowledge and understanding of agency and County policies and procedures.

  • Skill in exercising discretion, making sound judgments, and maintaining high levels of confidentiality.

  • Demonstrated strong analytic and critical thinking skills. Ability to gather and summarize data, find solutions to various administrative problems, and prioritize work.

  • Must possess strong project management skills and the ability to communicate, motivate, and organize multiple projects and personnel, frequently under deadline pressure. Ability to effectively plan, schedule, and organize.

  • Interpersonal skills to handle sensitive and confidential situations; ability to communicate effectively, both verbally and in writing with proper regard for spelling, grammar, and punctuation.

  • Must possess a high level of attention to detail.

  • Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization.

  • Skill in developing presentation materials to convey complex program information to various groups with different levels of understanding of the agency's programs and activities.

  • Proficient in databases and Microsoft Office software, including Word, Excel, PowerPoint, and Outlook.

  • Ability to work independently within minimal supervision and in a team environment.

  • Ability to supervise and train others; ability to objectively review and evaluate the performance and work of employees.

  • Ability to demonstrate innovative leadership and initiative with a high level of professionalism, integrity, and ethics.

  • Ability to formulate, implement, and evaluate plans, policies, and procedures.

  • Ability to identify problems and work creatively to resolve them, considering the impact of actions on Public Health. Ability to identify results of efforts and problems identified/potential problems and to develop, recommend, and implement corrective actions.

  • Maintain regular and punctual attendance.

Required Education and Experience:

  • Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, management, communications, or related field.

  • Minimum ten years of progressively responsible experience in business/office management or other related field; five years of the required experience must be at a managerial level with supervisory responsibilities.

  • Demonstrated experience in the administration and implementation of programs, including developing strategic plans, work plans, budgets, and project management.

  • Any equivalent combination of related education and work experience that satisfy the requirements of the job will be considered.

Preferred Education and Experience:

  • Master's degree from an accredited college or university with major coursework in business administration, public administration, management, communications, or related field.

Licenses/Certificates:

  • Must possess and maintain a valid driver's license.

Pre-Employment Requirements:

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Work Conditions

Duties are primarily performed in an office and remote work environment dependent upon Department discretion and business needs; some travel may be required. Will be required to work evenings and weekends as business needs dictate. Must be able and willing to respond to sensitive situations twenty-four hours a day, seven days a week, and carry a cell phone. Public Health employees are responsible for providing proof of vaccinations and/or tuberculosis testing as applicable to the specific position and must provide proof of completion of required vaccinations/testing or proof of initiation within sixty days of hire date.
